There is not something about number 18 only.
I'd just created an immage for my replay to Frank's post
(As I'm a bulgarian citizen it's logical to feel involved)

The Bulgarian fiasco is more probable a dirty manipulation,
the investigation more ptobable will not have a concret result!!!
But if one realy adventure himself in the "Probability Jungle"
must admit that The Bulgarian fenomenon is not far more
unbelievable than wath the last 14 Draws of the UKLottery brot us:



The question is not if 14,28% of all 49 lottery numbers can
produce 17,64% of all 98 single numbers drawn in the period of
time-the question is how probable it is to happen this way!

NOTE:
...."The most interesting thing to me is that no one won the lottery the first week but a record 18 people won the second week
